Marie Allison, President
Marie is a retired lawyer and longtime advocate for individuals with disabilities. As a guardian and authorized representative of an SCL PDS participant, she is deeply committed to self-directed care. She also serves on the boards of ARC of Kentucky and the Autism Society of the Bluegrass.

Melanie Tyner-Wilson, Director

Brian Frailley-Luster, Director
Brian serves as both an authorized representative and guardian of an SCL participant, advocating for their independence and well-being. His firsthand experience with the waiver system and dedication to self-directed care strengthens reSOARces’ mission to empower individuals and families.

Scott Frailley-Luster, Director
Scott is a passionate supporter of self-directed care, serving as both a guardian of an SCL participant and an SCL PDS employee. His firsthand experience with the waiver system gives him valuable insight into the challenges and opportunities within participant-directed services.

Trinity Cissell, Director
Trinity is a student at the University of Kentucky, studying communication sciences and disorders. As a DSP, she supports an individual with a disability, helping build independence and community connections. She is passionate about advocacy and inclusion and looks forward to contributing to reSOARces’ mission.

Meet the Founder
Tina Scott, Executive Director/Owner of A1 Case Management/Founder of ReSOARces
Mrs. Tina Scott began working in Intellectual and Developmental Disabilities Services as a DSP in 1998 while studying for her undergraduate degree in Dietetics. After completing her Bachelor’s degree she took a position in Tampa, Florida where she supervised several group homes. In 2003, she started working with PARC in St. Petersburg, FL as the Program Director for the PARC Center Apartments/Bert Muller Home, a 48-bed ICF. She returned to Kentucky in 2004 to be closer to family and friends and worked as a consultant to Stewart Home School and Helping Hands, LLC. Tina began her career in Case Management in 2005 and purchased A1 Case Management in 2012. A1 Case Management is a conflict-free case management agency providing SCL and MP Waiver services to over 300 participants across Kentucky. In 2017, A1 Case Management began providing CM services under the Participant Directed Model and Tina identified extra burdens added to participants and families who choose to self-direct services. She founded ReSOARces as a non-profit organization to help support participants, families, and employees who choose the PDS model. Since A1 Case Management participants utilize ReSOARces services, Mrs. Scott no longer serves in any capacity with ReSOARces due to conflict-free regulations. However, she still supports the organization in any way that she can and believes in its mission to provide the resources needed so that all people can SOAR above life's circumstances!
